EWVCF Receives NIP Tax Credits

The Eastern West Virginia Community Foundation has been approved to distribute $50,000 of West Virginia Neighborhood Investment Program (NIP) Tax Credits, which can be used to reduce tax liability on West Virginia State personal income taxes or corporate net income tax. NIP Tax Credits are much better than a tax deduction since tax credits directly reduce the tax owed.

Credit is given for 50% of the donation. For example, a $5,000 gift equals a $2,500 NIP Tax Credit. A credit may reduce the donor’s state tax liability by up to 50% in one year or be used over a total of five years. Since most contributions can also be claimed as a deduction on Federal Income Taxes it is recommended that donors speak with their financial advisors to determine the best way to make a charitable gift. Contributions of cash, appreciated stock, or certain Charitable IRA distributions are all options that a donor might consider.

There are some guidelines in order for each NIP gift to qualify. We ask that each gift:

•Be accompanied with a specific request for NIP Tax Credits;

•Be a minimum of $500 ($250 in tax credits) and maximum of $5,000 ($2,500 in tax credits), which may be increased if any NIP tax credits remain at the beginning of December;

•Be restricted, with 67% of the total donation to be added to one or more of the Community Foundation’s qualifying endowment funds, and 30% applied to the Community Foundation’s annual programs;

•Direct 3% of the total gift to the West Virginia Development Office in Charleston to help offset the cost of administering the NIP program.

•To take a tax credit this year, gifts must be received by December 31, but earlier contributions, especially if the gift consists of appreciated stock, are encouraged.

The Community Foundation holds many endowed funds that do the work supported by NIP Tax Credits and donors are encouraged to contribute to one of these endowments. Credits are limited and are awarded on a first-come, first-serve basis. Call Michael Whalton at 304-264-0353 or email [email protected] to discuss your charitable vision—and reserve NIP tax credits.

In order for a gift to meet West Virginia Neighborhood Investment Program tax credit criteria, donations must be made to address one or more of the following needs:

Support Community Services that provide medical services, day care, foster care, counseling, or recreation and arts programs for low-income children and families (below 125% of the federal poverty level).

Assist with housing, transportation, sheltered workshops, and food pantries serving the region’s at-risk population; or provide emergency shelter, food, water, clothing, and supplies for those in need.

Support educational opportunities such as providing scholarships to students from low-income families, awarding grants to teachers, and offering workshops to help nonprofit leaders build capacity and recruit volunteers.

Call 304-264-0353 to confirm if an existing fund in the Community Foundation qualifies, or to discuss establishing a new fund that will meet the requirements.

West Virginia residents may obtain a summary of financial documents and registration from the Eastern West Virginia Community Foundation, or, from the Secretary of State, State Capital, Charleston, WV, 25325. Registration with the State does not imply endorsement.

Ruby’s Rescue Bake Sale Raises Lots of Dough ($3,208 to be exact!)

When ten-year-old Ruby Amores saw photos of displaced animals and flood damaged houses in Southern West Virginia, she asked her parents Chris and Cathy if she could hold a bake sale to help the animals. “I like baking, especially for a good cause, and I love eating cookies, so this seemed like a great way to help,” Ruby said during a recent conversation. She learned that the Greenbrier Humane Society was serving as a clearing house for animal rescue groups working on flood relief efforts throughout the region. At first she thought she’d use the proceeds from the bake sale to buy dog food and supplies, then deliver those to Greenbrier County, but the Humane Society told her that they had experienced an outpouring of donations of pet food, dog beds, and other supplies. What they really needed were funds to help with expenses related to caring for so many animals during the coming months. So, Ruby’s Rescue Bake Sale was born, and plans were put into action. Ruby baked hundreds of cookies; Madeline’s, Brownie Balls, Chocolate Muffins, Snapple Cookies, Peppermint Swirls, and Cornbread Muffins.

Parents Chris and Cathy offered to match whatever Ruby raised at the bake sale, and when they learned about her plan, two uncles, an aunt, and her grandparents, also offered to match what she sold. Ruby decided to hold her bake sale at Poor House Farm’s Henry Arena during her sister Maria’s barrel racing competition, and her dad posted it on Facebook. Ruby did all the baking and all the selling, writing down the names of as many customers as possible so she could make a poster with their names on it for the Greenbrier Humane Society. “We decided to charge $.50 a cookie, but lots of people gave more.” Ruby said. “One lady gave me $20 and said she didn’t want any change.”

The venue turned out to be the perfect location since virtually everyone in the crowd was an animal lover and at the end of the evening Ruby’s Rescue Bake Sale had raised $713. Since then, additional contributions have come in and with the matching gifts from her family and friends, total donations reached $3,208. Ruby came to see us at the Community Foundation, hoping that we could provide matching funds through the W. Randy Smith Family Fund Flood Relief Challenge.

We explained that we were sending those contributions to WV VOAD (Voluntary Organizations Active in Disaster) to help people living and working in Southern West Virginia get their lives back in order, and to the Nicholas County Community Foundation to help restore three flooded schools in their county, so we couldn’t use those funds to match her bake sale proceeds. But, we told her that we knew lots of animal lovers who might be interested in making a donation to help add to what she has raised.

Since we started working on this idea, we’ve wrapped up the Randy Smith Flood Relief Challenge (with total donations of nearly $30,000), and are ready to team up with Ruby on a second fundraising effort — Ruby’s Rescue Bake Sale Challenge. All of the funds that Ruby raised will be sent to the Greenbriar Humane Society, and the Foundation will collect gifts from individuals, area rescue organizations, clubs, and businesses, then send those contributions to the Beckley Area Foundation to support volunteer animal rescue organizations in Fayette, Raleigh, and Wyoming counties. Our goal is to match the $3,208 that was raised by Ruby so we can send both groups equal shares.

So here’s your chance to help the animals that are in need in Southern West Virginia. If you want to make a donation to support organizations caring for animals in the flood ravaged areas, you can do so by mailing a check to EWVCF, 229 E. Martin Street, Suite 4, Martinsburg, WV 25401. Write Ruby’s Rescue Challenge in the memo line and we will make sure that 100% of your gift is put to work helping the animals (and their people) who have lost homes and loved ones in Southern WV. You can also donate ON LINE with the DONATE NOW button to the right, but if you send in a check you avoid the 3% service fee to Just Give. Either way is fine, but checks give a little more bang for the buck. We are honored to be part of this campaign and hope you will consider joining the effort.

$20,000 Flood Relief Challenge – Donate Now

Individuals, businesses, clubs, and churches interested in donating to help with flood relief can double their contributions by giving to the Eastern West Virginia Community Foundation. The W. Randy Smith Family Fund recently pledged up to $10,000 in matching funds to assist with flood recovery efforts in southern West Virginia. The goal of the dollar-for-dollar challenge is to provide a total of $20,000 to the organizations that will be “working in the trenches” helping folks rebuild their homes and lives. When issuing the challenge, Randy Smith stated, “What is going to be needed more than anything else in the coming weeks is cash to help those who have lost everything.”

Flood relief donations to the Community Foundation will be matched (up to $10,000 total) and all of the funds be sent to two groups working in the region. The first is WV VOAD (Voluntary Organizations Active in Disaster), a collective of churches and charities focused on disaster relief for the victims of last week’s flood. “We’ve spoken with our sister Community Foundations in the region and they feel strongly that this is the best way to impact the most people who have the greatest needs,” stated EWVCF Executive Director Michael Whalton.  WV VOAD is coordinated by the United Methodist Foundation, and they take no fee for administering gifts to support the flood relief work being done by all of the partner agencies (more than a dozen churches, a food bank, Habitat for Humanity, Legal Aid, Salvation Army, and others).  This group will have the greatest impact since it serves all the counties that were affected by the floods.

A smaller portion of our donation will be directed to the Nicholas County Community Foundation to help teachers and schools replace books, supplies, and materials at several Nicholas County schools which were heavily damaged by the flood. The Nicholas County Community Foundation is also not taking any fees for distributing 100% of flood relief donations.

To make a tax-deductible contribution that will be matched dollar-for-dollar, send a check to the Eastern West Virginia Community Foundation, 229 E. Martin Street, Suite 4, Martinsburg, WV 25401. Write “Matching Fund Flood Relief” in the memo. Every dollar collected will go directly to the relief effort. If you prefer to give online, you may do so by clicking the DONATE NOW button on the right side of this web page. Keep in mind that the credit card processing company charges a 3% fee so please consider mailing a check so your entire gift is sent to put to use helping those in need.
